My client was substantiated for abuse and neglect based upon a flawed DHHS investigation. We appealed the substantiation and submitted numerous sworn statements attesting to the falsity of the accusations. We also submitted proof of DHHS' failure to cooperate with us during the investigation. The substantiation was overturned!
